Balıkesir Municipality Service Building suggestion has been developed over two fundamental query areas. The first one is on the content within the scope of ground – building relations, and the other one is about the relations designating the building characteristic like mass, space, program. In defining the structural content, remembered with a city or a place, the characteristics that make it what it is are of importance.
This design is the search of an answer to what kind of an approach is to be applied for addressing architecture, beyond the fundamental or dominant factors, in terms of both the building & city axis and the definitions of architectural environment, of which existence is inured in today’s world. It examines the idea to re-define publicity with new spatial equivalents in establishing the area, as well as producing values for the city and
achieving an authentic building. It suggests an attitude against the mentality that recognizes the structure as a filled mass, struggling for discussing the mass spaces as a process and an architectural content within the perspective of a program and publicity, rather than a result. The carrier system addresses the construction technology and program relation in this context, as well, thus developing a carcass having the potential to improve spatial opportunities and mediating for a new publicity form. This framework design has been created within the scope of 6 configurative factors.

This design: endeavors at bringing new interpretations and spatial equivalents to publicity that a structure is to possess via various elevations of streets, construction, surfaces, gardens and landscape elements. It does not subsist solely within its borders in terms of building integrity. In other words, it does not go as a whole within itself with the relations between masses or occupancy levels and elevations, but rather, it is an integrity of design as much the demand program organization and order, along with the spaces, surfaces, actions and new type of publicity requires. In this way, this design aims at discussing the spatial consequences of an order/approach comprising of spaces, rather than filled masses. It turns the spaces and intervals between and on the walls of architectural programs into a part of stylistic/mass language, with the objective
to designate the urban and architectural characteristics of a construction. With a single coating style it endeavors to ignore the multiplicity, comprising of aesthetics, facade trials for appealing to the eye, along with the infinite and sterile possibilities of the image. In this way, it tpresents a building idea, becoming a part of landscaping over a hill within the scope of ground-building relations, coming into existence with its spaces, and where the publicity generated again and again.
